Job description

DPP is seeking an experienced Technical Project Manager to lead a platform upgrade of the Amanda system in Des Moines, Iowa.

Scope Of The Project

  • Upgrading the Amanda system from version 6 to version 7
  • The Amanda system is a licensed platform provided by Calytera/Granicus to issue permits/licenses and perform inspections of Iowa Division of Labor programs: Elevators, Amusement Rides, Contractor Registration, etc.
  • The system is due for a significant platform to upgrade to be performed by a third-party service provider.

Responsibilities:

  • The Amanda project manager coordinates all project activities between the vendor, IWD IT, and IDoL staff while overseeing and actively managing the project budget, scope, and timeline.
  • Reports to the IT EPMO Bureau Chief, interacting day-to-day with the vendor team and IDoL staff. This position is responsible for providing timely updates to IT, EPMO, and IDoL leadership.
  • In addition to project management responsibilities, this position facilitates requirement sessions with IDoL staff regarding updates necessary during the platform upgrade or subsequent enhancements.
  • The project manager will establish a change management model for Iowa Division of Labor staff for intake, review, approval, prioritization, execution, and acceptance of all change requests.

Technical background:

  • A good candidate for this position will be a project manager with experience managing a technical project, progressing through all SDLC phases, managing relationships with a vendor, and varying groups of stakeholders.
  • Familiarity with the Amanda platform desired.

Required skills:

  • 7 years of experience in previous technology implementations or upgrades
  • Experience managing project activities through SDLC and related methodologies
  • Demonstrated ability to facilitate productive meetings with technical team, business stakeholders, vendor
  • Demonstrated communication skills with team, stakeholders, vendor and leadership
  • Experience coordinating milestone/stage gate sign-off and approval; ensuring technical business readiness
  • Highly desired: Familiarity with the Amanda platform (CSDC, Calytera, Granicus)

Role Overview

This position is for a Project Manager that supports the Publications, Training, and Logistics Services department, with a focus specifically on Publications and Training products. This position requires an individual who has the ability to manage multiple short and long-term projects simultaneously, supports the development of project plans, schedules, and budgets, can facilitate projects tasks with various functional organizations, can forecast and track progress, and identify problems and provide resolutions.

Primary Responsibilities

  • Supports the development of both commercial and government related project plans, schedules and budgets for projects under their responsibility to ensure adherence to the established program plan, schedule, processes, and overall budget related to earned value.
  • Prepares bid estimates for publications and training products to support future business.
  • Tracks progress and identifies/resolves obstacles to minimize disruption to project schedules.
  • Forecasts project revenues and re-estimates project costs and schedules on a monthly basis.
  • Analyzes data gathered and develops solutions to optimize performance.
  • Maintains and provides progress reports to track progress and ensure that established schedules are met.
  • Identifies and addresses problems and recommends resolutions to ensure the successful completion of projects.
  • Facilitates project tasks with the various functional organizations to ensure alignment with overall project objectives.
  • Oversees and manages the lifecycle and operational aspects of programs, and liaises between program management, project team, and resource management.
  • Reviews status of projects and budgets, manages schedules, and prepares status reports.
  • Assesses project issues and develops resolutions to meet productivity, quality, and customer satisfaction goals and requirements.

Collins Aerospace is looking for experienced Subcontracts Program Managers to join its Military Avionics and Helicopters (MA&H) team. You will be a key member of integrated product teams with responsibility for planning and executing subcontracting strategies for complex subassemblies, managing supplier relationships and coordinating with internal functional and business teams to achieve program goals. You will support all phases of the product life cycle – business capture, product development, production and service/support. You will be working with advanced technologies and suppliers from around the world.

Activities And Responsibilities Include, But Are Not Limited To

  • Oversee the planning, release and management of all aspects of subcontracts and procurement activities with annual spend up to $20M.
  • Establish and maintain professional relationships with global suppliers. Effectively communicate with all levels of suppliers’ staff.
  • Actively manage supply chain-related program risk, evaluate supplier performance, propose and initiate corrective actions.
  • Brief program management, customer, functional and business leadership on status and issues affecting contract performance, cost and program risk.
  • Review and evaluate Supplier Statements of Work (SSOW), prepare Request for Information (RFI) and Request for Proposals (RFP) in support of program requirements.
  • Lead the review and evaluation of supplier proposals, perform fact-finding and manage cost and pricing analysis.
  • Develop supplier negotiation strategies and lead negotiations.
  • Draft and/or review documents containing contractual or technical terminology.
  • Ensure compliance with federal regulatory requirements and Raytheon policy and procedures, including Federal Acquisition Regulations (FAR/DFAR) and import/export requirements.

Basic Qualifications

  • Bachelor’s degree and 5 years of relevant experience OR Advance degree and 3 years of relevant experience OR In absence of a degree, 9 years of relevant experience is required
  • Must be a U.S. Citizen or a U.S. Person/Permanent Resident “Green Card” holder
  • Minimum of 3 years of relevant Aerospace and Defense industry experience in program management, subcontracts management, material program management or related roles, preferably on U.S. Government or Dept. of Defense programs

  • Manages team in efforts to develop and implement program quality plans and procedures
  • Leads implementation of procedures and metrics that support compliance with industry and regulatory standards
  • Manages teams providing expertise and guidance in interpreting policies, government regulations and agency guidelines to ensure compliance with external standards
  • Develops and manages processes, standards, and plans for the implementation of standards and utilization of tools and methods to ensure effectiveness of existing quality processes and sustainment of quality performance improvements
  • Coordinate with internal functions to drive root cause and corrective actions pertaining to government property compliance
  • Drives Corrective Action Boards
  • Prepares and maintains compliance documentation
  • Travel time required 25%

Basic Qualifications

  • Bachelor’s degree and 8 years of prior relevant experience OR
  • Advanced Degree in a related field and minimum 5 years experience OR
  • In absence of a degree, 12 years of relevant experience is required
  • Must be a U.S. citizen

Preferred Qualifications

  • PMP qualified, or equivalent professional certification
  • Lean / Six sigma certification is added advantage
  • Significant experience (multiple projects) with Microsoft Project, or similar application
