LDG is seeking a Project Manager in San Antonio TX , or Oklahoma City, OK. The Project Manager is responsible for overall management of projects including design, communications, personnel management, budgets, schedules, quality control, business development, and client communication & relationships. This position will assist in preparing and implementing annual business goals and multi-year strategic business plans for department. This position will also be responsible for overall personnel management of assigned team members. Types of projects include Transportation Management Plans, Multimodal Studies, Area Development Plans, Strategic Execution Plans, Building and Site Conceptual Designs, and facility condition assessments.

  • Plans and conducts work requiring judgment in independent evaluation, selection, and substantial adaptation & modification of standard techniques, procedures, and criteria.
  • Manages clients/projects specific to the discipline and discipline services but can include projects that require multi-discipline services up to $1M revenue.
  • Creates and tracks project budgets & schedules and identifies potential issues; oversees sub-consultants; responsible for project profit objectives.
  • Prepares workload forecasting reports and staffing plans.
  • Serves as a lead facilitator during workshops and leads project review meetings
  • Applies a knowledge of federal planning principles, best practices, & techniques of planning
  • Prepares technical and price proposals, statements of interests, amendments, and schedules.
  • Promotes, utilizes, and supports quality assurance and quality control processes to improve the quality of deliverables and reduce design errors & omissions.
  • Prepares, reviews, and coordinates contract agreement documents for projects. Signs contract agreements within the allotted parameters provided.
  • Identifies new markets, develops leads & opportunities, performs business development activities, and pursues new geographies.
  • Coaches, mentors, and motivates project team members.
  • Directs, mentors, and guides team members and staff; provides annual performance evaluations and career development plans.
  • Manages project risk in accordance with company policy.

Requirements

  • Education: Bachelor’s or Master’s Degree in Urban Planning, Landscape Architecture, or related field of study.
  • Experience: Minimum of ten (10) years’ job-related experience.
  • Licensure/Certification: AICP, RLA, PLA or other relevant license strongly preferred.
  • Familiarity with federal planning projects, Department of Defense (primarily Army and Air Force) experience is strongly preferred. Proficiency in MS Office (Word, Excel, Access, Powerpoint), Adobe Suite, and Lumion (or other rendering software).
  • Must possess strong oral & written communication skills, and have strong organizational & time management skills.
  • Must be able to work both independently and as part of a project team.
  • Must be proficient in public speaking, creating presentations, and delegation.

  • Works with NDE management team on goals, results, resources, planning during weekly and quarterly discussions.
  • Assists with the development and implementation of a business development strategy and model that is sustainable and replicable
  • Conducts client and project consultant conferences to resolve concerns/questions to plan and coordinate work and develop scope of services.
  • Effectively utilizes available resources throughout the organization to identify clients and implement marketing strategies.
  • Directs client contracting in the unit and reviews proposals and pricing.
  • Other duties as assigned

Required Skills

Ardurra is seeking a Water/Wastewater Senior Project Manager to join our staff in San Antonio, TX.

Primary Function

In this role, you will manage and work on a variety of water/wastewater projects including but not limited to water/waste water treatment plants.

Primary Duties

  • Managing the budget and schedule for multiple engineering projects.
  • The Project Manager will serve as the Engineer of Record and technical lead for his/her own projects, in most cases
  • Assist with marketing and business development efforts for the water engineering projects in Sarasota
  • Communicating with clients, subconsultants, contractors, and other professionals as required for the completion of the project
  • Development of project scopes of work, budgets, and schedules based on initial feedback from the client, and negotiation of any revisions and/or changes to the work during the course of the project
  • Assisting other Project Managers in the daily and weekly allocation of junior engineering and production staff on active projects, managing individual workloads based on project deliverables and priorities
  • Overseeing and coordinating the activities of the project team
  • Preparing and/or reviewing technical engineering specifications and cost estimates; coordination with in-house construction administration staff
  • Providing feedback to junior engineering staff on standard design engineering techniques, procedures and criteria
  • Providing direction and feedback to field personnel on specific construction requirements, visiting construction sites and providing field observation as necessary

Education And Experience Requirements

  • Bachelor’s Degree in Civil Engineering, Environmental, or Chemical Engineering from an accredited university or college
  • 7 years minimum of related experience in water/wastewater; ideal candidate will have 10 years of water/wastewater experience
  • State of Texas PE license is required or ability to obtain within 6 months of hire date
  • Excellent written and verbal communication skills, including ability to interface with clients, contractors and regulatory agencies is critical
  • Excellent technical writing skills for use in development of engineering reports and studies
  • Strong organizational, analytical and problem-solving skills
  • Highly self-motivated, able to anticipate and initiate subsequent project tasks, working independently or with minimal instruction
  • Able to work efficiently within a predetermined project budget and schedule

Job description

Reporting to our Texas office (near Austin/Round Rock), the Engineering Project Manager will oversee and manage the delivery of water/wastewater capital projects through all aspects of engineering design, permitting, procurement, construction and commissioning.  This is accomplished predominantly through the use of engineering consultants and construction contractors.  The primary responsibility of this position is to deliver capital projects within budget and on schedule. 

 Key Responsibilities include

  • Project scoping, scheduling, and cost estimation
  • Development of project execution plans and strategies including identification of stakeholders, risks, and constraints
  • Value-based selection of engineering consultants and construction contractors through solicitation and review of bids and proposals
  • Negotiation of design and construction cost proposals  
  • Active management and administration of engineering consultant and construction contracts
  • Coordination of design and construction activities with Engineering and Operations staff
  • Review and evaluation of design and other technical documents prepared by engineering consultants
  • Formal and Informal reporting on project progress
  • Development and updating of spending forecasts
  • Interaction with Federal, State, County, and local regulatory agencies, other utilities, and property owners to obtain necessary easements, permits, licenses, certifications and approvals
  • Oversight of construction activities and coordination with construction inspectors
  • Completion of close-out documentation for asset booking and capitalization
  • Providing technical guidance and advice to support Operations staff

 Requirements include:

  • 4-year degree in Civil or Environmental Engineering, Construction Management or a related technical discipline
  • 6-10 years of experience with a general knowledge of civil engineering, project management, and construction/operation of water/wastewater facilities and infrastructure
  • Project assignments will be varied in scope and require the use of independent judgement and initiative
  • A solid understanding of current trends and technology for water/wastewater conveyance and treatment systems is required and a basic understanding of water/wastewater utility operations and private water utility economics is preferred
  • Registration as a Professional Engineer in the State of Texas or ability to obtain registration within 1 year is preferred
  • Texas  Commission of Environmental Quality (TCEQ) operator certifications are a plus
  • This position requires a general understanding of industry safety regulations, as well as federal, state and county water quality and design regulations and technical standards. 
  • Must also be extremely well versed in Microsoft Office software including Word, Excel, and PowerPoint
