About The Opportunity

The Enterprise Data Services (EDS) team has an immediate opening for a Program Level Product Manager. Our team delivers a centralized data and analytics platform that provides advanced data migration and analytics solutions for our bank district customers. We work with state-of-the-art technologies that are part of the next generation data ecosystem, which includes tools used for data storage, data processing, data integration, data lakes, data warehousing, and data analytics.

To be successful in this role, you must be passionate about product management. You must also have excellent oral and written communication skills and be a strong leader with experience in managing products and services across complex customer landscapes, recommending appropriate product solutions while meeting customer expectations and business needs. This position requires a candidate who has a proven track record working in a highly dynamic environment and is technically savvy with business acumen.

This role will be responsible for cross-product delivery across multiple product engagements within the EDS product portfolio. In this role, you will manage existing products and services along with creating and integrating new products. You will conduct industry market research to determine best practices and product demand, lead the development of product strategies, and document strategies and business cases. You will be responsible for product lifecycles, including developing and maintaining roadmaps. As part of the National IT team, our Enterprise Data Services team is partnered with multiple business lines, our Board of Governors and other IT groups within the Federal Reserve System. The Program Level Product Manager will have the opportunity to work directly with Data Architects, Product Owners, Design Engineers, Developers and Business Analysts in a rapidly evolving environment. This role will be instrumental in shaping the development and support of our product roadmaps and will advance our cloud data platforms.

What You Will Do:

  • Responsible for defining the overall strategic vision of the EDS portfolio of products based on customer demand, industry trends and the competitive landscape
  • Identifies new product opportunities and enhancements to existing products based on research, industry intelligence and customer feedback
  • Develops and presents business cases to stakeholders to ensure alignment
  • Sets the strategic vision and priorities for the product roadmap and leads the team from product inception to launch
  • Collaborates with cross-product teams to develop new product value propositions and targeted feature sets
  • Anticipates internal and/or external business challenges; recommends process, product or service improvements
  • Demonstrate leadership, collaboration, exceptional communication, negotiation, strategic and influencing skills to gain consensus and produce the best solutions.
  • Engage with Senior leadership, business leaders at the Federal Reserve and the Board to share the business value.
  • Promote collaboration across business and IT organizations

Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, or other related field or equivalent work experience.
  • 8+ years of experience as a Product Manager, Product Owner or Solution Architect
  • Experience in these areas preferred: creation of a product from inception to release, experience with Cloud computing environments and Cloud transformation
  • Excellent relationship building and communication skills.
  • Demonstrates analytical and problem-solving skills.
  • Ability to coordinate and work with diverse groups of subject matter experts.
  • Must possess strong technological aptitude along with strong system and process analysis skills.
  • Must possess solid business acumen, and can communicate effectively, conduct meetings and deliver formal presentations.
  • Ability to work effectively independently or in a team environment.
  • Ability to influence successfully in a highly matrixed or virtual organization.

About The Opportunity

As an Agile Project Manager, you will focus on collaborating with various business stakeholders and team members to deliver agile projects that provide exceptional business value to our enterprise data customers. This role will focus on collaboration, agility, and adaptability. You will be expected to facilitate program level processes and execution, drive continuous improvement, complete regular reporting and status updates, manage budget, govern risks and escalate impediments while also acting as a full-time chief scrum master for an agile team. The ideal candidate will be a self-starter with strong communication skills and a high level of knowledge and experience in blending traditional project management principles and practices with Agile processes and behaviors to fit large, complex projects. Comprehension and experience with scaling frameworks like SAFe are beneficial. This role will be instrumental in shaping our agile practices and behaviors while focusing on delivering business value to the customer.

What You Will Do:

  • Collaborates with stakeholders to analyze business opportunities and problems.
  • Creates artifacts such as resource plans, project schedules, work breakdown structures, release/iteration plans, communication plans, risk management plans, issues logs, action and decision logs, etc.
  • Work in partnership with EDS team members to create an environment of collaboration and continuous improvement while also delivering on business value.
  • Guides the EDS team in prioritizing work based upon knowledge of customer requirements, project schedule, and various dependencies.
  • Facilitate intake process and own work execution of EDS team members with inputs from customer, IT leadership, Release Train Engineers, Product Owners, Product Managers and other stakeholders
  • Facilitate agile/scrum ceremonies such as PI ceremonies, sprint ceremonies, scrum of scrums, summits and working sessions.
  • Work with the team to identify and implement corrective action plans (mitigation strategies, alternative approaches, etc.) to meet scope, time, and cost constraints.
  • Clear impediments for the team and communicate risks, issues, and organizational impediments to leadership.
  • Manages project to scope and leads EDS teams through all project phases.
  • Apply agile frameworks and best practices like SAFe, Scrum and Kanban to manage Projects/assignments
  • Provide communication and reporting to stakeholders on current health, areas for support and plans for improvement.
  • Manage project portfolio, including pipeline of initiatives from concept through disposition and communicates initiative and portfolio status.
  • Own and/or support presentation & narrative (story telling) of technical concepts, recommendations, alternatives to a diverse set of stakeholders.
  • Ensures cross-project dependencies are identified to establish priorities in project completion.
  • Ensures adherence to National Information Technology; Enterprise Program Management Standard; Project Assurance Function; Fiscal Service project management; and/or local project management principles and processes. May assist with the development and support of local Project Management Office policies, procedures, and best practices.
  • Demonstrate leadership, collaboration, exceptional communication, negotiation, strategic and influencing skills to gain consensus and produce the best solutions.
  • Engage with Senior leadership, business leaders at the Federal Reserve and the Board to share the business value.
  • Promote collaboration across business and IT organizations

Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, or other related field or equivalent work experience.
  • 7+ years of agile project management experience
  • Project Management Professional (PMP), Agile Certified Practitioner (ACP) and/or other related certifications preferred.
  • Has in-depth and/or breadth of knowledge in discipline. Performs work independently with limited supervision and direction. Serves as a resource for less experienced staff.
  • Familiarity with cloud technologies
  • Excellent relationship building and communication skills.

About The Opportunity

As a key member of the National Procurement Office, you will provide expertise and direction on small to large-scale complex IT or technology-based projects. Bring your ability to own and lead initiatives. As successful candidate, you juggle multiple projects and initiatives simultaneously and to engage with all team members at every level. Additionally, you will have strong communication, analytical, attention to detail, technical, and problem-solving skills.

What You Will Do:

  • Provide oversight, direction and leadership to the supplier enablement and catalog management teams
  • Motivate, develop, coach and mentor the team to maximize their potential, build the leaders of tomorrow and achieve organizational and System goals while fostering an inclusive and collaborative team environment
  • Assist in creating and driving the strategic direction of the team, NPO department and System Procurement community
  • Execute supplier enablement and catalog management responsibilities as needed
  • Coordinate with the procurement community to ensure consistent experience for common suppliers
  • Monitor the vendors on the network to ensure accuracy of vendor information and no duplicate suppliers are added
  • Partner with suppliers and Reserve Banks to ensure the appropriate creation, maintenance, and accuracy of all Reserve Bank catalogs
  • Conduct periodic updates of analytics and refine the annual enablement strategic plan
  • Develop and provide training to System Procurement & Suppliers
  • Approve new content for punch-out and hosted catalogs
  • Proactively collaborate with vendor management providing insights and support around vendor risk
  • Keep current on industry knowledge and best practices
  • Establish and maintain SLAs, in addition to oversight for the achievement of these metrics
  • Serve as an NPO ambassador for Business Lines and Reserve Banks

Qualifications:

  • Proven success in executing full life-cycle large, complex, multi-year projects
