The award-winning Traffic Engineering Division at the Central Office of the Virginia Department of Transportation ( VDOT ) is seeking a highly qualified responsible charge engineer to lead VDOT’s statewide Traffic Control Devices ( TCD ) Engineering Support Program. This position has broad responsibility for planning, organizing, directing, staffing, and controlling major areas of TCD engineering applications, often times the work approaches uncharted areas, requiring for investigation and development of novel concepts and approaches, and applying engineering principles effectively and safely to resolve complex traffic engineering applications. The qualified candidate will need creativity, foresight, and mature judgment in anticipating and solving unprecedented engineering problems, determining program objectives and requirements, organizing programs and projects, and developing standards and guides for diverse engineering activities. The position has the following, but not limited to, duties:

  • Responsible for the statewide coordination, review and adoption of the National Manual on Traffic Control Devices ( MUTCD ) and the related Virginia MUTCD Supplement.
  • Manages multiple traffic engineering programs, initiatives and diverse workforce groups responsible for development, modification and coordination of statewide traffic control standards, specifications and other technical products relating to VDOT Road & Bridge Specifications & Standards books and other technical traffic engineering manuals.
  • Develops or recommends changes to department policies, rules, procedures, standards, and specifications, and enforces uniform statewide interpretation, application, and enforcement of standards applicable to traffic engineering practices.
  • Provides technical expertise and assistance to internal and external customers relative to traffic control devices and their application on engineering analysis, design, construction, operations and maintenance facets.
  • Conducts TCD Bid-ability plan reviews and responsible for the oversight of various statewide TCD design & construction working committees.
  • Manages the TCD Approved Product List and the procurement and management of various traffic materials and services contracts.
  • Prepares and enforces contracts and agreements; and prepares contract change orders and makes recommendations on claims relating to TCD .
  • Plans and conducts conferences, meetings, and hearings with policy makers, contractors, national, federal, state, and local agencies, committees, civic groups, and the public on matters relating to traffic control devices and traffic engineering application of those devices.
  • Represents the State Traffic Engineer/Assistant State Traffic Engineer at local, state, federal and national levels.
