    Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the

    official duty station/facility may be delayed until such time as employees are allowed to report to the workplace.

    The person selected may telework up to the maximum extent possible, up to and including full time, until it is

    determined by state and Federal officials that employees are allowed to report to the workplace where this

    position is located, on a regular basis.

    This position is located in AIR-660, Consensus Standards Management Branch responsible for managing organizational engagement in the development and use of consensus standards. The incumbent advises and consults senior management on the development and execution of programs that improve organizational effectiveness, efficiency, and/or meet strategic objectives. Serves as a principal specialist to develop new and innovative program approaches, methodologies, and techniques, or as a team leader to define and direct challenging projects/programs/activities in support of organizational goals. Performs special studies and develops plans, policies, procedures, guidance, resources, and similar documents on operational and administrative matters. Shares responsibility for the performance of programs/projects, which frequently affect more than one LOB/SO. Typical assignments includes serving as a consultant to senior management and/or teams leading large project/program teams or meetings; defining and developing internal policies and procedures; and, predicting potential issues and proposing preventative action.

    Applies knowledge of FAA /A VS /AIR policies and objectives to identify, define and organize resources for large projects/programs/work activities. Many of these projects/programs are confidential in nature with respect to business processes and strategies. Most of these projects will require bargaining proposals with multiple bargaining units, as they will impact to varying degrees AIR's workforces' conditions of work. These programs/projects directly affect the efficiency and effectiveness of operations. The incumbent makes decisions and resolves problems involving interpretation and application of operational policy, including establishing standards and preparing performance work plans and assessments. The incumbent communicates to senior management on matters regarding

    critical processes that support multiple projects and programs within AIR.

    Contacts are internal and external. Often represents AV S/A IR as a principal point of contact to provide

    advice and guidance on the intent and application of policies and procedures. Formulates and

    recommends positions on major projects/policies/issues to senior management. Prepares, reviews, and

    recommends approval of major reports for internal and external distribution on projects, programs and

    other work. The incumbent provides advice, counsel, and support for assigned areas under the purview

    of the Division and represents management's interests in meetings with internal and external customers

    and stakeholders.

Specialized Experience: To qualify for this position at the FV-J, FG/GS-14 levelyou must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialist experience include, but are not limited to the following:

  • Experience with the development and execution of programs that improve organizational effectiveness, efficiency, and/or meet strategic objectives.
