Description:

The Senior Manager Infrastructure Project Delivery is responsible for stewarding and delivering the University’s $1.2B Utility Master Plan. The incumbent is responsible for managing the development of infrastructure asset renewal, reviewing all new capital projects on campus on behalf of all Faculties and Divisions, as well as the development and maintenance of University Design Standards.

The continuity of the Utility Master Plan (UMP) as an ingrained living document valued through institutional relevance and edited to maintain vitality is a key component of this position. Responsibility for the Campus Utility Master Plan phased execution requires interdepartmental collaboration and detailed understanding with the departmental Subject Matter Experts (SME’s) ensuring integrity to the plan. This includes creation of a rolling 5 to 10 year tactical plan integrating the Utility Master Plan with the Site Master Plan. The integration is inclusive of new builds, retrofits and strategic tactical linkages to future proof. The creation of the UMP project scope to create market documents for consulting services collaboratively as the F&S contact through project definition and design steps. The inclusion of UMP requirements into the Project Planning Report (PPR) for ongoing site projects is also the responsibility of this position.

This role also includes identification of requirements, project development, creation of procurement documents and primary project interface initiated at scope definition through design development, construction administration and closure. The incumbent manages the development of all F&S design standards, oversight of design standard application, and commissioning as a quality control mechanism. The daily design and construction interfaces between any project management and F&S is coordinated by this position ensuring clear communication and process.

The incumbent is responsible for the engagement and successful integration of projects into the Facilities and Services department managed by University Planning, Design and Construction (UPDC) including all initiatives effecting change to utilities, buildings, and grounds infrastructure with emphasis on the UMP phased execution

Involvement in non-UMP new build and substantial renovation projects during concept, feasibility, schematic and detailed design ensuring maximum SME input in an inclusive collaborative manner. The scope of inclusion includes but not limited to Utilities, Operations, Property Management, Sustainability, Trades, Grounds, Caretaking and Security.

In collaboration with Project Development, the incumbent uses professional and technical knowledge to review, assess and analyze capital projects in order to provide recommendations, advice and input to project design, budget, scheduling, and overall project feasibility. Engagement with Facilities and Services SMEs to review design documentation and resource requirements including drawings, design briefs, access and asset shutdowns etc. while attentive to scheduling expectations.

Proactively in collaboration with Project Managers expedites resource remedies through connections internally / externally creating contingency plans or creating urgency to ensure project execution success keeping the project on schedule and budget.

The incumbent is experienced in project development, project management, commissioning and strategic asset management representing Facilities and Services. A collaborative facilitator responsible to engage the internal F&S clients with internal / external stakeholders achieving overall project goals though frequent, timely and clear communications delivering client satisfaction.

Qualifications Required:

EDUCATION:

Degree in Engineering or an equivalent combination of education and experience is required. Professional Engineering designation to practice in Ontario a requirement; registered and in good standing with the Professional Engineers of Ontario (P.Eng).

EXPERIENCE:

Minimum eight (8) years of applicable experience in Project Management, Mechanical or Electrical consulting in the design and construction industry and/or Facilities Management; Experience in project planning and management in the post-secondary education sector preferred.

Must have experience in providing complex services in an academic or equivalent diverse environment, and the ability to work collaboratively with a diverse community, facilities and utilities experience preferred.

In depth knowledge and understanding Design Standards, Sustainability Standards and Building Commissioning practices with ability to lead the continuous development of Design Standards, UofT St. George Campus.

SKILLS:

Project Management; Proficiency in Excel, Word, and Powerpoint; Ability to use CAD software for plans and 3-D drawings, and spreadsheets/analytical software proficiently.

OTHER:

Demonstrated ability to work effectively in a consultative team environment working independently and with various internal and external stakeholders and partners with initiative. Strong leadership, negotiation and analytical skills; Very strong interpersonal skills with the ability to exercise patience, tact, diplomacy and discretion. Proven ability to manage multiple projects and to respond to frequently changing priorities. High level of accuracy required while working under pressure. Excellent written and oral communication skills; demonstrated organizational ability; initiative; judgment
