Ensure excellence in State IT projects as a Project Manager in the Enterprise Project Management Office (EPMO) of the Agency of Digital Services. In addition to providing project management services, the EPMO provides project management oversight for State of Vermont technology project and sets standards and processes for IT project management on behalf of the State. This position will be focused on projects related to the Agency of Human Resources, Department of Vermont Health Access.

This position may include both project management and project oversight assignments. As a Project Manager, you will monitor the scope, schedule and budget of your projects. Other responsibilities include: completing and maintaining minimum project management deliverables (e.g. Project Charter, Microsoft Project Schedule, Issue and risk logs, etc.); overseeing the implementation of the project; managing resources; managing vendor project managers and providing effective and timely communications (including monthly Project Status Reports) to the Project Sponsor, Project Team, Stakeholders and other interested parties.

As an Oversight Project Manager, you are responsible for monitoring another Project Manager's project for adherence to scope, schedule, budget, and EPMO project management standards and processes. In addition, you will provide support, guidance, and recommendations as needed. Your primary goal is the success of the Project Manager and their projects.

Our ideal candidate is self-motivated, able to work under pressure to meet deadlines, is very customer service oriented, and has excellent verbal and written communication skills. He/she brings a solid understanding of project management standards as defined by the Project Management Institute (PMI), has basic to proficient skills in the use of Microsoft project, and has experience successfully managing medium to large sized technology projects. Preference will be given to candidates that possess a Project Management Professional and/or Agile certification.

Class Definition

This is the fourth level of five in the Information Technology (IT) Project Manager series. Incumbents perform professional project management for a department or agency of Vermont State Government. Duties involve professional oversight and management of technology and technology related projects. In collaboration with state agency project team leaders, project managers ensure projects are properly planned and implemented to meet the business purpose of the agency and/or project sponsor. Class incumbents may supervise one or more subordinates. Work is usually self-directed or performed under the general supervision of executive management. Incumbent may perform duties as a division director.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Five (5) years or more of experience in the field of information technology where the primary role was project manager.


Certification as a Project Management Professional AND three (3) years or more of experience in the field of information technology where the primary role was project manager.
