Description du poste

  • The Emergency Response Program Manager shall be responsible to the Government for overall management control and accountability for family reunification services for children at the Ft. Bliss, TX on-site childrens’ residential facility. Emergency Response Program Manager has full authority to commit and control funds and resources assigned to the program.

Responsibilities

  • Responsible for the successful performance of family reunification services for children at the Ft. Bliss, TX on-site childrens’ residential facility and ensure project safety and quality control.
  • Develop, lead, implement and maintain safety planning, programming, and training for family reunification services in accordance with project requirements
  • Primary liaison with the Government customer and Prime Contractor.
  • Ensure compliance with Office of Refugee and Resettlement (ORR) unaccompanied child (UC) assessments in accordance with ORR policies and procedures.
  • Supervise program and supporting personnel to ensure compliance with ORR and company policies in accordance with contract funding.
  • Develop and maintain proactive working relationships with subcontractors, team members, vendors, management and other departments.
  • Ensure all program and licensure standards are met
  • Ensure project is sufficiently staffed with creditable and cleared personnel.
  • Monitors and reports program execution status with CHS leadership and Chenega corporate office.
  • Evaluate program labor hour execution against contractual performance criteria then analyze, recommend, and report findings on a regular basis.
  • Establish and monitor detailed workflows and resourcing plans, set deadlines, assign responsibilities, resolve conflicts, and manage progress with confidence.
  • Review, approve, and report project resources time allocation and correlating invoice processing.
  • Foresee a project's obstacles, risks, and constraints and effectively plan around them
  • Provide weekly status reports that inspire as well as capture progress and issues
  • Provides proposal writing and editing expertise to Proposal Management team on federal government procurement opportunities.
  • Reports significant incidents in accordance with ORR policies and procedures.
  • Implement company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO, AAAHC, and other mandated regulations/standards

Qualifications

  • Master’s degree in social work, psychology, sociology, or other relevant behavioral science field of study.
  • Bilingual in both Spanish and English.
  • Five (5) plus years’ managing an emergency residential detention facility, preferably for migrant children
  • Experience with managing the work of others
  • Experience managing SCA contract employees, desirable
  • Experience with providing client and stakeholder support in a fast-paced environment
  • Experience with writing, including writing samples
  • Must demonstrate a thorough working knowledge of Microsoft Office, including Word, Excel, and PowerPoint
  • Experience working with DelTek and CostPoint is a plus
  • Proficient with the Microsoft Suite
