We are currently seeking a Senior CEQA Project Manager to work onsite with our client. This opportunity will have you working within our Education project sector. The Education team is a prime consultant to the largest school districts in the country and provides services to K-12 as well as higher education institutions nationally. You will be teaming with project, program, and client leadership to provide premier educational facilities for our nation’s youth and adults seeking to better themselves through learning.

Responsibilities

  • Prepares RFPs, including establishing project schedule and scope of services required, evaluates proposals, selects a firm and awards contract
  • Provides senior review of work conducted by CEQA Master Services Agreement (MSA) contractors in the areas of:
    • Notices of Exemption
    • Initial Studies
    • Negative Declarations / Mitigated Negative Declarations
    • Environmental Impact Reports
    • Risk Assessments of adjacent structures as identified by the California Department of Education such as pipelines, railroads, airports, freeways etc. during the assessment of new school sites or improvements to existing school sites
  • Provides technical advice to OEHS Management in terms of oversight of CEQA MSA contractors as well as contractor budget and schedule control, as well as strategic advice on the CEQA approach for projects
  • Provides senior review of school district Board Reports, briefings and presentations
  • Presents at community meetings pertaining to the CEQA process and participates in LAUSD FSD community meetings where the audience may raise CEQA issues
  • Prepares and provides internal training sessions on the District’s CEQA process
  • Represents the District in various agency interactions (SCAQMD, LAFD, LADOT, etc.)
  • Mentors junior level CEQA staff

Qualifications

  • Graduation from a recognized college or university with a bachelor’s degree is required. A degree in Environmental Engineering, Environmental Planning or Environmental Science is strongly preferred
  • Ten (10) years of experience managing the preparation of environmental planning documents is required
  • Knowledge of CEQA regulations; other federal, state, and local environmental regulations; California Department of Education (CDE) – required environmental studies and checklists

Job Description

Essential Job Accountabilities

  • Understanding and complying with company safety policies and procedures as related to this position, including reading all relevant safety literature, using required protective equipment and practicing good housekeeping
  • Preparing system proposals and scope of supply letters, to include preliminary process design description, budgetary and firm cost estimates, and customers’ cost of system ownership
  • Providing guidance to the design team in the modification of system PFDs, P&IDs, proposal and project drawings, as required, and specifying components
  • Developing pilot test protocol/procedures and providing technical support for the Field Service team, as well as preparing pilot report after analysis of pilot test data
  • Providing technical assistance to:
    • the Project Management team; provides direction and engineering support with current projects
    • the Field Service team; provides direction and engineering support for installation and commissioning of system
  • Interacting with the Sales and Marketing team to:
    • establish/define customer requirements
    • evaluate alternative design approaches considering available technologies
  • Developing and preparing process and project submittals and operations and maintenance manuals
  • Stays abreast of technology in key application areas

Education

  • Bachelor’s degree in chemical, mechanical, environmental engineering, or other equivalent adequate experience

Work Experience

  • 7-10 years proven industrial and water treatment process design and application experience
  • Exposure and expertise in a wide range of water treatment technologies and processes, including both municipal drinking water and industrial process water

Knowledge, skills, and abilities

  • A background and knowledge base in filtration, ion-exchange and membrane treatment systems
  • Capable of preparing water treatment system conceptual design including technology selection, sizing, etc.
  • Project management experience including vendor management, drawing review, bill of material review, and customer management.
  • Strong analytical and problem solving skills
  • The ability to work together as a team member on all aspects of the job, including the sales effort, process design and development, engineering, procurement, project management, manufacturing and assembly, service, startup and troubleshooting
  • Capable of promoting business growth through product and project development
  • Provide technical training to application engineering, business development managers, account managers and technical sales specialists
  • Excellent written and verbal communication skills
  • Excellent computer skills

Project Manager

Working as part of the site team, the Project Manager provides overall direction, administration, and coordination of the project. The Project Manager will ensure the successful completion of the project in the most economical and expedient manner, recognizing and capturing potential opportunities, reducing potential liability, and achieving intended costs. Assist the Site Supervisor in planning and direction of the construction activities.

Experience

  • A minimum of 10 years of proven experience on ICI projects in the $20 million plus range.
  • Demonstrated proficiency in Estimating, Scheduling, Budgeting/Cost-Control, Financial Reporting and Client Relationship Management.
  • Prior experience with conceptual Estimating and Design-Build on mid-sized to large building projects.
  • Excellent management skills and proactive at addressing issues before they become a problem.
  • Prior experience with Design Build and Water/Wastewater projects would be an asset.
  • Highly developed leadership, communication and computer skills would be an asset.
  • Extensive experience with lump sum projects.
  • Strong leadership and teambuilding abilities.
  • Proficiency with MS Office is required.
  • Strong interpersonal and organizational skills.
  • Ability to communicate, both written and oral.

Education & Skill Requirements

  • C.Tech., P.Eng., or CET designation
  • Either hold or are eligible for your Gold Seal certification

Working Conditions:

  • Work from the office and on site in a site trailer as required.
  • Ability to walk project area, including stairs and platforms
  • Mandatory Personal protective equipment (PPE) (i.e. hard hat, safety boots) required to be worn on site.

ENGIE North America is searching for talented individuals to complete the build out of our local team. This position will help steer the success of long-term capital improvement and sustainment projects with our University of Iowa partner.

What you’ll do:

  • Responsible for execution of the Utility Master Plan to include:
    • (1) condition assessments for extending the life cycle and reliability of critical systems and components within the utility infrastructure;
    • (2) performance efficiencies to reduce the university’s energy and utility operations costs and
    • (3) sustainability initiatives to eliminate coal as a fuel source and reduce the university’s carbon footprint. Project management scope encompasses engineering conception and design, procurement, construction, financial administration, commissioning, and initial operations.
  • Becomes a core member of the Program Management Team (PMT) with fellow Project Managers to provide leadership, oversight, reporting and support through all phases of project development and execution. Coordinates and communicates with all project stakeholders, internal and external.
  • Establishes project objectives, develops the project plan, budget and schedule.
  • Partners with Program Managers to identify potential projects and develop business justifications.
  • Provides leadership for energy efficiency projects in campus buildings, in addition to campus utility projects.
  • Provides overall direction of project activities including engineering, procurement, construction, financial administration, commissioning, and initial operations.
  • Administrates contracts to include the development of project specifications, a detailed scope of work and principle contract provisions, working closely with corporate Contracts Management and the Procurement Department in Houston.
  • Develops work packages for execution to include: Statement of Scope, Change Management, Performance Testing, QA/QC Requirements, Parts/Tools, Man-hours, Material Procurement, Technical Data Sheets, Drawings/Specifications, Task Procedures and Job Safety Plans.
  • Coordinates with the Contracts Manager to frame the RFQs and RFPs to include contract negotiations and changes.
  • Lead pre-bid and pre-construction walk throughs and provide RFI responses and addenda. Analyze bids and participate in section of design professional, vendor or contractor, as applicable.
  • Ensures quality and technical execution of work are within schedule and budget through the establishment of milestone dates, budget allocations and control or expenditures.
  • Responsible for the integrated performance of the project team, putting in place Health & Safety, Environmental, Quality Assurance and Quality Control plans. Deviations from standards are identified, root causes determined, corrective actions taken, and change management applied as required for process improvements.
  • Prepares a procedures manual that is tailored to the specific project, providing the framework for the overall operations of the project team.
  • Manages and controls all change orders to ensure project proceeds in a planned manner, within budget and on schedule.
  • Carries out other duties as assigned.

Qualifications

What you bring:

  • Bachelor of Science in a technical field from an ABET institution required.
    • Major in a disciplined Engineering curriculum preferred.
    • Licensed Professional Engineer or passing of the Fundamental Engineering (FE) exam and/or PMP certification is a plus.
    • 5-7 years of experience in management of construction, industrial or municipal projects.
    • Campus project experience desired.
  • Mastery of problem-solving and root cause analysis skills.
  • Excellent organization and time management skills with the ability to effectively prioritize multiple tasks.
  • Demonstrated ability to create a team culture of camaraderie, integrity and trust among the integrated project team members.
  • Exhibits excellent interpersonal skills that include listening to other’s ideas and viewpoints and resolving team conflict situations.
  • Demonstrated ability to facilitate meetings and ensure performance expectations and resultant outcomes are met.
  • Sound knowledge of campus and/or district energy systems, performance engineering and data analytics with their application toward cost savings and continuous improvement initiatives.
  • Experience in developing RFQs/RFPs in industrial construction environments.
  • Experience in contract execution, management and negotiation of construction, engineering and services contracts.
  • Experience in construction projects, working at sites, managing subcontractors, contracts administration and change management.
  • Strong Microsoft Software Applications skills (Word, Excel, PowerPoint and Project); experience with various project & construction management software tools, e.g., Procore, SharePoint, etc.
  • Strong acumen in financial and contractual aspects of capital projects in addition to technical and organizational structures.
