Purpose: The Program Manager is a strategic project management professional whose primary responsibilities will be to help oversee and coordinate the various projects, products, and other strategic initiatives across the organization as assigned.

  • Directs and manages a collection of projects and/or programs as assigned. Ensure understanding of scope and project objectives, establish clear roles and responsibilities for project team members. Monitor cost, schedule, and technical performance.
  • Defines strategic long-term and short-term program objectives supporting business mission.
  • Establish, refine, and improve policies and procedures governing project/program execution and accountability. Including key project/program performance metrics.
  • Sets priorities and milestones for individual projects and team initiatives to support overall objectives and key deliverables. Communicates project plans to affected stakeholders, set expectations and align stakeholders and project team members.
  • Follows best practices and tools for project execution and management. Perform quality and cost control initiatives and reviews. Identify and quantify variances along with corrective actions to be taken.
  • Demonstrates the standards and principles of the Five Star Bank experience in every interaction with internal and external customers and associates. Incorporates the high-performance behaviors of teamwork, leading by example and service in every facet of work.
  • Adhere to the company’s risk and regulatory standards, policies and controls. Design, implement, maintain and enhance internal controls to mitigate risk on an ongoing basis.

Job-Related Qualifications - Education and Prior Experience:

Required:

  • Bachelor's Degree in Management, Business, Information Technology, or related field
  • 4+ Years Experience - Type: Program management experience in business and technology specific projects

  • Associates Degree in Management, Business, or related field
  • 7+ Years Experience - Type: Program management experience in business and technology specific projects

Preferred:

  • Master's Degree in Management, Business, or related field
  • 2+ Years Experience - Type: Project/Program management experience in business and technology specific projects in the financial services industry or banking environment

Licenses or Accreditation:

Required:
Project Management or Program Management Professional Certification

Competencies:

  • Demonstrated project program management experience effectively working with multiple, diverse stakeholders in a complex environment
  • Excellent written and verbal communication skills with the ability to present information in an effective concise manner to team members and management with diverse skill sets
  • Solid working knowledge of technical infrastructure and process, including: data warehouse and reporting technology, data conversion, system integration, SaaS/Cloud, and testing

  • High attention to detail and excellent organizational skills with ability to manage multiple priorities and meet established deadlines in a fast-paced environment

Physical Requirements:

About the Role:

The Treasury Services Division organization of the Federal Reserve Bank of Kansas City is seeking an experienced SAFe Scrum Master to join our team. This is a highly challenging role focused on change management, process improvement and Agile/SAFe transformation. The individual must have a proven track record of supporting highly complex information technology projects through cross-functional teams using an Agile/SAFe methodology. This position is looking for a leader that can enable the team to work as effectively as possible and delivery priorities identified by the product owner. Responsible for enacting Scrum principles and methodologies as the Scrum Master on projects and programs in partnership with other Scrum Masters, the Development Team, the Product Owner, and business/technology Leadership. Assists in removing roadblocks and issues that slow down the team’s progress, while guiding the team to improve their processes and practices. The day-to-day role will be dynamic, addressing multiple customer priorities. The successful candidate will be a part of the Financing Modernization Project Management team of Scrum Masters, Program Manager, and Release Train Engineer.

As a Scrum Master you will:

  • Enacts Scrum principles and methodologies as the Scrum Master (SM) on projects and programs in partnership with other SMs, the Development Team, the Product Owner, and Project Leadership.
  • Reports to, advises, and works closely with, multiple project sponsors across business lines, the System, and/or the Treasury. Nature of interaction includes facilitating, directing and influencing project teams, and building, navigating, and maintaining collaborative stakeholder, customer, vendor, and contractor relationships. May routinely interact and build relationships with senior executives. Typically requires interaction with various governing bodies throughout the System and/or Treasury.
  • Ensures adherence to Agile/Scrum values, principles, and practices.
  • Collaborates with other SMs within the project to identify dependencies, manage conflicts, and drive success of individual sprints as well as the overall project.

  • Ensures that the team is fully functional and productive by building and maintaining the product road map and release plan based on the priorities set by the Product Owner and input from the team.

  • Assists with internal and external communications, improving transparency and radiating information.
  • Builds a safe and trusting environment where conflicts are managed in a healthy way without fear or blame.
  • Facilitates and/or ensures Agile ceremonies are conducted and embraced in order to drive agile development; secures agile team working agreements.
  • Works with the Product Owner to ensure that goals, scope, and product domain are understood and practiced.
  • Ensures the team understands the need for clear and concise Product Backlog items.
  • Finds techniques for effective Product Backlog management by leading the team through long-term roadmap exercises, forecasting long-term project deliverables.
  • Ensures the Product Owner knows how to arrange the Product Backlog to maximize value.
  • Leads and coaches the organization in Agile/Scrum.
  • Plans Scrum implementations within the organization.
  • Assists employees and stakeholders with implementing Agile/Scrum and empirical product development.
  • Leads change that increases the productivity of the team and ensures delivery of valuable products.
  • Performs other duties as assigned.

Qualifications:

  • Typically requires at least 3 years of relevant experience.
  • Bachelor’s degree specializing in computer science, project management, business administration, or information technology from an accredited college or university, or equivalent combination of directly related education and/or experience.
  • Certified Scrum Master (CSM) and/or other related certifications preferred. Intermediate understanding of subject.
  • Performs most work independently with general supervision and direction. May consult with management or more senior staff in decision-making.
  • Incumbent must be fully vaccinated against COVID-19, unless the Bank grants an accommodation based on a medical condition or sincerely held religious belief.
  • United States citizenship is required for this position.

This position has additional screening requirements due to the information accessed while performing the job. These additional screenings would be initiated at the time of offer acceptance and can take up to a couple of months to be completed. Job Description

  • Participates in meeting and task force activities to identify project goals, gains consensus on project steps, schedule and implementation procedures and estimates project costs; fosters cooperation and involvement from support team. - Interviews users to identify and analyze needs; develops a project plan and provides input to recommendations for request and/or problem resolution. - Identifies internal and/or external resources to ensure successful project completion.

Assists with or prepares project implementation steps and documentation as appropriate; ensures a smooth implementation of project; resolves problems. - Support consistent policy interpretation and application of HR policies. - Participates in training users as applicable.

  • Manages performance of project team and evaluates overall performance.

Basic Qualifications

  • Bachelor's degree in Business Administration, Human Resources Management, Industrial Relations, Psychology or related degree, or equivalent work experience
  • Nine or more years of experience in employee relations or as an HR Generalist, or equivalent experience

Preferred Skills/Experience

  • Project Management experience
  • Project software skills (MS Project or similar)
  • Experience with providing coaching and resolving performance management through formalized performance improvement planning and use of data driven decision making

This is a Site Reliability Team.

What You'll Do

Will be the Scrum Master for Site Reliability Engineering projects. Acts as a leader as part of an Agile team to deliver high value software solutions that contribute to the success of our technology initiatives in an agile environment. Provides overall guidance for team to adhere to Agile principles and practices. Arranges, facilitates and schedules meetings, demos and decision-making processes to ensure that the proper collaborative process is in use. This includes sprint team backlog grooming, estimating and sizing efforts, release planning, sprint planning daily standups, and retrospectives. Works with stakeholders and team members to continuously improve. Drives quicker delivery and continuous improvement by utilizing feedback and metrics to identify areas of opportunity. Facilitates team transparency by escalating impediments and shares progress by the team to the appropriate channels. Actively engaged in defining and managing action items, identifying issues and risks, adjusting scope, and identifying tasks necessary to complete planned work. Plans and coordinates testing environment deployments and application / system integration testing. Guides team in self-organization; encourages and motivates team to focus on iteration goals.

Basic Qualifications

  • Bachelor's degree in computer science or related field, or equivalent work experience
  • Three or more years of experience in Agile technology delivery
  • Five or more years of experience in Software Delivery Life Cycle (SDLC) teams
  • Three or more years of experience as a Scrum Master
