With the implementation of the Enterprise Resource Planning system, the Federal Reserve System is transitioning its finance, human resources and procurement technology systems to one integrated, cloud-based platform using Workday and SAP Ariba. In preparing to go live with this new platform, we are establishing an Enterprise Resource Planning Support Office (ESO) to sustain and grow a world-class technology solution and deliver on the Federal Reserve’s mission.

To support this effort, we are recruiting top talent from across the System—an agile team that will embrace change, drive innovation and rapidly respond to the changing needs of our stakeholders.

About The Opportunity

The Technical Project Manager will provide expertise and direction on small to large-scale complex project; offer varying levels of project management oversight including matrixed program management oversight; directly influence activities on business-critical projects form the conceptual phase through solution implementation and project close; serve as a single point-of-contact for and interfaces with all areas affected by projects; and follow user industry-standard best practices in order to assure delivery of project goals, milestones, and deliverables, as well as compliance with all project management processes. This position will be responsible for matrixed project teams.

What You Will Do

  • Collaborate with stakeholders to analyze business opportunities and problems.
  • Develop project proposal justifications, which included proposed solutions, strategic rationale, cost/benefit analyses, success measures etc.
  • Develop project charter to further define how the project will be structured based upon approval direction
  • Define how project will be managed and establish project management plan, gates, and reviews.
  • Create various artifacts such as resource plans, project schedules, work breakdown structures, release/integration plans, communication plans, risk management plans, issues logs, action, and decision logs etc.
  • Directly influence activities and coordinate complex and critical projects from conceptual phase through implementation, and completion. Anticipates high level of needs for clients and other resources and prioritizes established requirements.
  • Manage project plan scope and lead team through all project phases.
  • Ensure adherence to National Information Technology; Enterprise Program Management Standard; Fiscal Service project management; and/or local project management principles and processes. May assist with the development and support of local Project Management Office policies, procedures, and best practices.
  • Align individuals and disparate projects and strategies to a larges project vision to achieve macro-level benefits and results.
  • Perform other duties as assigned.

Job Qualifications

Qualifications

  • Minimum 9 years of relevant work experience
  • Bachelor’s degree or equivalent experience
  • PMP certification is highly desired

About The Opportunity

The Solutions Engineering group has an immediate opening for a Scrum Master/Analyst reporting to the manager in Automation and Orchestration group.

The Scrum Master will provide expertise and direction supporting NationalIT Automation and Monitoring team. Offers varying levels of project/product management oversight and directly influences activities on business-critical effort throughout the lifecycle of the product. Serves as a single point-of-contact for removing impediments and coaching the team through challenges. Uses industry-standard best practices in order to assure delivery of goals, objectives, milestones and deliverables, as well as compliance with all discipline processes and governance channels. Will provide coaching and guidance to matrixed teams. Advanced level position requires a seasoned professional with a full understanding and experience with execution of industry practices.  Requires high level of experience and proficiency in field.

What You Will Do

  • Coaches the team on agile practices including user story sizing and acceptance criteria definition.
  • Drives development of release and sprint roadmaps.
  • Acts as a primary communication hub between various functional departments and the application development team to foresee risks, formulate plans, and organize activities to ensure sprints are completed on time.
  • Guards the agile team from external requests and disruptions.
  • Acts as a change agent and adapts processes to maximize productivity of the team.
  • Removes impediments for the agile team.
  • Ensures efficient communication between the agile team and the Product Owner/Product Manager/Product Line Manager and other stakeholders.
  • Coordinates and facilitates sprint planning and task definition, sprint execution, impediment removal and tracking, sprint review, and retrospectives.
  • Partners with project and release managers in production deployment activities.
  • Works with Product Owners to support short and long-term release planning, and to keep work backlog health and prepared for execution.
  • Develops metric reports on project status, schedule, and agile metrics such as velocity and cycle time.

Qualifications

Job Qualifications

  • Bachelor’s degree or equivalent experience.
  • Requires 5 years of IT work experience in Project Management/Development where at least 2 years leading Scrum teams as a scrum master in an IT or software development setting.
  • Requires knowledge of multiple agile development methodologies and frameworks.
  • Requires understanding of iterative and incremental development.
  • Demonstrated experience in leading teams.
  • SAFe or other Agile vendor certification a plus.
