Job description

DPP is seeking a Program Manager for an opportunity in Lansing, Michigan. There is a possibility this position will convert to full-time after the initial year.

The ideal candidate is a Program Manager with 5+ years of recent experience in managing IT projects, preferably within a government environment.

Job Description

  • Responsible for supporting all project delivery work in accordance with required methodology (such as the State of Michigan’s State Unified Information Technology Environment (SUITE) methodology) and following all standard project management industry standards such as PMI’s framework.
  • Coordinates and controls the end-to-end process of capturing all key project artifacts, including but not limited to business cases, project charters, baselined project schedules, project management plans, change requests, status reports, lessons learned. May require consistent utilization of the State of Michigan’s SUITE methodology and Project Portfolio Management (PPM) tool.
  • Raises identified issues and risks to the appropriate senior management level including the Project Management Office (PMO) for action inclusive of description of the issue, comprehensive analysis of options and recommendation for remediation.
  • Manages portfolio of projects’ execution to ensure conformity to established budgets, timelines, and scope.
  • Works with the stakeholders, including the PMO to facilitate project governance effectiveness through weekly status reporting, project/portfolio data, regular governance meetings, etc.

Qualifications:

  • 5+ years of recent experience in managing IT projects (preferably within a government environment)
  • Experience in successfully managing Information Technology (IT) projects (full project life cycle) whole budget was greater than $10,000,000 (excluding hardware/software costs); and whose timeline was greater than 3 years.
  • Documented experience in performing Project management, Quality Management, or other critical functions within complex Information Technology projects (preferably with budgets greater than $10,000,000 and multi-phase, multi-year implementations).
  • Professional certification in Project Management, such as Project Management Professional (PMP) certification from the Project Management Institute.

  • Accountable and responsible for clear, timely, and accurate communications with stakeholders, particularly the project sponsors, project team members, program managers, and MDOT/DTMB management, on the status of the project, using appropriate communication methods.
  • Accountable for efficient and effective ongoing communication with the vendor throughout the project lifecycle.
  • Responsible for providing leadership and fostering collaborative participation between the technical and business teams by obtaining consensus and gaining commitment. Advocates as necessary to ensure project success.
  • Responsible for working with the project team members to develop and maintain the following key SUITE Project Management Methodology (PMM) deliverables throughout the project lifecycle:
    • Project Charter - Project Schedule - Project Budget - Communication Plan - Project Status Report - Risk and Issue Management Plans - Change Requests - Project Closedown Summary
  • Responsible for project health and quality by adhering to established quality and compliance processes.
  • Responsible for ensuring the project adheres to the SUITE PMM and System Engineering Methodology (SEM), including appropriate and timely transitions through the stages and phases of the project lifecycle.
  • Responsible for actively evaluating the project to anticipate, identify, evaluate, and mitigate project risks and issues. Escalates risks and issues when needed.
  • Responsible for facilitating and enforcing the Change Management process (Change Requests) when the project deviates from the approved scope, schedule, or budget. This includes ensuring all Change Requests have appropriate approval before action is taken or information is updated.
  • Responsible for creating project Corrective Action Plans (CAP) when necessary for projects in Yellow or Red status.
  • Responsible for understanding the project benefits and the impact of change requests to the benefits business cases. Responsible for ensuring related project artifacts are updated accordingly.
  • Responsible for project team adherence to information governance activities.
  • Responsible for understanding project interdependencies and ensuring appropriate and timely discussions and actions occur when a project change may have an impact.
  • Responsible for completion of the project tailoring process to determine the PMM and SEM deliverables for the project.
  • Responsible for following the project Notice of Decision procedure for all major project decisions, including a Build vs. Buy decision.
  • Responsible for reviewing and understanding vendor contracts to actively manage the vendor deliverables and adherence to the vendor deliverable approval procedure.
  • Facilitates the interactions among stakeholders by clarifying the expectations of all participants and ensuring all deliverables are assigned, reviewed, and completed.
  • Functions as the Scrum Master for MDOT Agile projects, facilitating sprint planning, daily stand-ups, sprint demos, and sprint retrospectives

Skill set:

  • Documented experience in successfully managing IT projects (full project lifecycle) > $2 Million - 7 years
  • Proven record of delivery project on time and on budget - 5 years
  • Experience in managing IT projects in a government environment - 5 years
  • Managing of IT Agile development projects - 4 years
  • Experience performing scope management for projects, including a disciplined change control - 5 years
  • Experience performing issues management across multiple departments - 5 years
  • Must have excellent communication skills

Summary

  • This position is for a Project Manager (PM1) to assist the Client with a multi-year high priority project.
  • This role, as part of the DTMB Enterprise Portfolio Management Office (EPMO), works closely with DTMB Agency Services technical teams as well as with agency executives/stakeholders in the delivery of TREAS APPS PCI Compliance Project for 2021 - 2022 in work related to the following controls: secure network, account management, incident response planning and completion of SAQ-A.
  • This junior PM will also work in the delivery of PCI Compliance Projects for 2021 - 2022 iterative process to ensure that SOM has implemented policies, procedures, and secure system configurations in accordance with the PCI-DSS requirements which are designed to protect cardholder data.
  • This project covers the project management efforts and high-level technical guidance efforts for the Enterprise level technical compliance.

Requirements:

  • The candidate must be comfortable working in a fast paced, multi-vendor deployment supporting a hybrid workforce (combination of on-site and remote work) at all levels of the organization.
  • Applicants should possess exceptional communication and follow up skills along with significant experience in formal IT project management.
  • This position requires the PM to be working in person for 2-3 days a week and reminder can be work from home.
